Enabling the system to issue the generated ARP entry to a Layer 3 Ethernet subinterface after a port receives an LLDP frame

By default, the system does not issue an ARP entry to interfaces after a port receives an LLDP frame.

The vlan-id argument specifies the VLAN ID associated with a Layer 3 Ethernet subinterface in Dot1q termination.
